Josef Wagner – Gauleiter of Gau Westphalia-South from 1931 and also of Gau Silesia from 1934. Oberpräsident of the Prussian provinces of both Upper Silesia and Lower Silesia from 1934 and, after their union, the Province of Silesia (1938–1941).
